The Board of Public Utilities encourages developers to develop their subdivisions and construct their homes with energy efficiency in mind. BPU will participate with developers who commit a subdivision to electric heat in one of three dedicated construction programs and in the form of water-main rebates.
Subdivision-Developer Program Requirements
To participate in one of these programs, the developer must make an application to the BPU. The application will be reviewed and considered by our Board of Directors. If the application is approved, the developer will have three years to complete construction of the subdivision and homes to receive the water-main rebates. It is also the developers’ responsibility to ensure that builders in the subdivision comply with the criteria below. Water-main rebates are paid on a per-lot basis upon inspection of installed equipment.
1. Add-on heat-pump home
Add-on heat pump must be the primary source of heat, with a fossil-fuel system as backup heating. The balance point for fuel switching must be set at approximately 27 degrees F.
2. Add-on heat pump, with an electric hot-water tank
Add-on heat pump must be the primary source of heat, with a fossil-fuel system as backup heating. The balance point for fuel switching must be set at approximately 27 degrees F. A minimum 50-gallon electric hot-water tank must be installed.
3. All-electric heat-pump-heated home
A total-electric heat pump must be the only source of heat for the home with a minimum 50-gallon electric hot-water tank installed for hot-water needs. BPU does allow gas connection to the home for fireplaces.
