Residential Customers

Establishing new electric and water service is easy with BPU. Just use the following checklist to get new utility service scheduled to be turned on for your residence.

What to Provide

Fees for New Residential Customers

$75 customer service fee

A customer service fee of $75 plus taxes will be included as part of your first billing statement. The fee is designed so that only customers who move incur the costs of the service, instead of building those costs into the rates that all customers must pay.

Security deposit

A security deposit may also be charged. All customers are subject to a maximum deposit, which can be reduced when KCBPU receives approved personal, identifiable information. If provided, the deposit is set on a sliding scale based on the applicant’s credit rating. After it’s paid in full and 24 consecutive months pass with no more than two late payments, the deposit is credited back to the account with interest.

If you choose not to share your SSN

KCBPU cannot demand that an applicant provide their Social Security Number as a requirement for service. However, our policy is that applicants who refuse to provide their SSN pose a greater credit risk and will be charged the maximum deposit. The deposit will be held until the account is finaled.

When deposits change

Deposit amounts may be raised in cases of bankruptcy, misrepresentation of facts, or theft of service. Deposits may also be waived if a good payment history has been established with BPU.

Please Note

  • Any outstanding bills from previous accounts must be paid before new service can be activated.
  • Existing customers transferring service may have the deposit waived if a good payment history has been established with BPU.
  • The security deposit and service fee do not have to be paid upon signing up for service. Both can be added to your first bill.

Fees for New Commercial Customers

$75 customer service fee

There are two charges billed to new commercial customers. A customer service fee covers the cost of connecting the service and recording starting reads, which amounts to $75 plus taxes for both electric and water or for a single service. The fee is designed so that only those customers who change or add service will pay these charges, rather than building the costs into the rate base for all customers to share.

Security deposit

The second charge is a security deposit, which is figured at two and a half times the highest bill of the previous 12 months. If no history is available, the deposit can be based on a similar business use or an engineering estimate. There are several ways a customer can satisfy the security deposit requirement.

How to satisfy the deposit

The deposit may be in cash, a letter of credit from a bank with at least a three-star Bankrate.com credit rating, or a surety bond issued through an insurance carrier with an AA rating licensed to do business in the state of Kansas.

When deposits are returned

Cash deposits earn interest after one year. Upon a 36 month, consecutive, on-time bill pay record, deposits and interest are refunded or the non-cash deposit will be returned.
