THE BASICS
What Is the Service Line Inventory?
Service lines are the pipes that connect a home or business to BPU’s water main. Most are owned partly by BPU (from the main to the curb) and partly by the property owner (from the curb to the building).
On December 16, 2021, the U.S. Environmental Protection Agency published the Lead and Copper Rule Revisions (LCRR). One of its key requirements: every water utility must inventory the material used in service lines across its service territory and make that information available to customers online.
Lead service lines were common before the EPA banned new lead installations in 1986 (effective 1988). Service lines installed before that date may still contain lead, and the LCRR exists to identify and ultimately replace them.
THE METHODOLOGY
How BPU Built the Inventory
BPU launched a comprehensive effort to identify the service line material for each of our 53,000+ customers, combining historical research with field verification.

Records review
BPU staff combed through decades of documentation to verify the materials used at each connection, distribution system maps, historical drawing records for individual properties, meter installation records, work orders, and standard operating procedures.

Field verification
For lines where the records weren’t conclusive, BPU sent troubleshooters to over 11,000 homes. Crews visually inspected service lines by looking directly into meter pits to confirm what material was actually in the ground.

Hydro excavation
Some service lines have been buried over time and aren’t visible from the meter pit. For these, BPU brought in a hydro excavation truck, using high-pressure water to safely expose the line without damaging surrounding infrastructure.
